Application Screening Guidelines

Clear guidelines for rental applications that comply with Oregon Fair Housing Laws. We are committed to fair, transparent, and consistent screening practices.

Application Requirements

We offer rental applications to all interested parties in compliance with Oregon Fair Housing Laws. Each applicant or their representative must complete an interior tour of the unit prior to submitting an application.

All applications must be fully completed and submitted with a non-refundable screening fee of $50 per applicant. Incomplete applications will not be reviewed.

Completed applications are processed in the order received and may require up to five (5) business days to verify all provided information.

Each individual 18 years of age or older must submit a separate application, regardless of familial or marital status.

All adult applicants must sign an authorization for the release of information and provide valid government-issued photo identification.

Rental History Requirements

Applicants must provide five (5) years of verifiable rental history from unbiased third-party sources. Complete contact information for all previous landlords, including current phone numbers, must be provided.

Applicants may not have any evictions within the past five (5) years.

Exceptions

  • Evictions that resulted in dismissal or general judgment
  • Eviction judgments entered during the COVID-19 Protected Period (April 2020 – July 2022)

Income & Subsidy Requirements

The required household income must equal at least 2.5 times the monthly rent, unless the applicant participates in an approved rent subsidy program.

We accept all subsidy programs provided the unit qualifies under the provider’s guidelines. All subsidy-related documentation must be submitted with the application and approved prior to processing.

Household income must be verifiable for a minimum of three (3) months.

Acceptable Income Sources

  • Employment or hire-on letters
  • Social Security or educational award letters
  • Alimony or child support
  • Cash assistance or SNAP benefits
  • Housing assistance
  • Current tax records or bank statements
Note: All income documentation and relevant contact information must be attached to the application.

Security Deposit

The standard security deposit is one and one-half (1.5) times the monthly rent, unless otherwise advertised.

Applicants utilizing deposit assistance must have all required paperwork completed and pre-approved by the assisting provider at the time of application submission.

Credit History

Negative credit history may result in denial. This includes, but is not limited to:

  • Late payments
  • Collections
  • Judgments
  • Bankruptcy or pending bankruptcy
Note: Credit issues related solely to nonpayment during the COVID-19 Emergency Moratorium Period will not be considered.

Criminal History Review

Criminal history is reviewed on a case-by-case basis, taking into account:

  • Nature and severity of the offense
  • Type of offense
  • Date of occurrence
  • Applicant’s age at the time of the incident

Convictions That May Result in Denial

  • Financial fraud (including identity theft or forgery)
  • Drug-related offenses
  • Crimes against persons
  • Sex offenses
  • Any offense that could adversely affect health, safety, or peaceful enjoyment of the premises
Offenses that are no longer illegal in Oregon, or charges currently subject to diversion, conditional discharge, or deferral of judgment, may be granted a conditional exception.

Explanations & Exceptions

Applicants may submit a written explanation for any extenuating circumstances requiring additional consideration.

If required information cannot be verified despite a good faith effort, or if screening criteria are not met, the application process will be terminated.

Applications may be denied based on inappropriate behavior or conduct toward the Owner/Agent or others.

Important: Any false statements, omissions, or misrepresentations will result in denial or termination of tenancy if discovered within one year of application submission.

Renter's Insurance

Renter’s insurance is required for all eligible tenants in accordance with Oregon law. This requirement may be waived if the household income is below 50% of the area median income.

Non-Compliance Fees

Following a written warning, the Owner/Agent may assess the following non-compliance fees if violations occur within one year of the initial notice:

Applicable violations include: Failure to clean animal waste, garbage, or refuse; Parking violations or improper vehicle use.

Applicant Screening Charge Disclosure

The Owner/Agent may obtain a tenant screening report, which may include:

  • Credit history and credit report
  • Public records (judgments, liens, evictions, collection accounts)
  • Current obligations and credit rating
  • Criminal background and identity verification
A $50 applicant screening charge is required and is non-refundable unless the applicant is not screened.

If the unit’s mailbox is a locking receptacle and a key is not provided or the mailbox has not been re-keyed between tenancies, tenants are responsible for any re-keying fees charged by the Postmaster.

Final Note: Incomplete applications will not be accepted. Failure to verify information or submission of false information may result in denial of the application or termination of tenancy if discovered within one year.
